Council has guaranteed that the grant in any financial year will not be less than $100,000.00 other than in the first and last financial years of the agreement where the amount will be pro- rated on a daily basis. This arrangement will operate from the opening of Legacy Way in 2014 for the life of the toll (expected to be in the vicinity of 40 years).'
