Just because BCC does not have records of permits to scatter ashes or bury urns in Anzac Park – it doesn’t mean that ashes were not scattered and urns not buried in Anzac Park. New facts can pop up at anytime, that’s why historians and even lawyers will continue to research this park. Arthur Palmer and others are witnesses to these culturally significant events.
